Who can participate?
Membership is free and open to all local governments, non-profits, and other political subdivisions of the state of Texas. Texas school districts must be a member of TASB to participate in TIPS. Texas schools, municipalities, counties, universities, colleges, special districts, and non-profits can easily procure thousands of items through hundreds of preapproved vendors.
With its user-friendly online system TIPS makes procurement fast, safe, and easy, while circumventing the headaches associated with the antiquated bidding process.
What Is The Local Government Purchasing Cooperative?
The Local Government Purchasing Cooperative is an administrative agency created in accordance with Section 791.001 of the Texas Government Code.
Its purpose is to obtain the benefits and efficiencies that can accrue to members of a cooperative, to comply with state bidding requirements, and to identify qualified vendors of commodities, goods, and services.
Disadvantages Of Not Using TIPS On Your Roofing Project
When you don’t use TIPS, large amounts of time, effort, and money are wasted on the antiquated bidding procedure. The advantage is that TIPS streamlined process allows supplies and services to be procured much faster.
When organizations use the old bidding process, they are at a disadvantage since they are only given a few bids to choose from.

How Does My Entity Join The Cooperative?
Membership is free and as easy as completing and returning the interlocal agreement and having your governing board adopt the board resolution included with the interlocal.
When you join, you can begin using TIPS immediately and start saving time and money right away. There is no limit to the number of procurement personnel each entity can authorize.
All employees can be issued passwords to search and shop for products without any compromise to the purchasing process.
